Was born on March 17, 1950 in Nizhny Tagil, Sverdlovsk region.
In 1971 graduated with honours from Sverdlovsk Institute of Law. In 1975 defended the thesis for a Candidate degree under the title "Actual (legal) structure in the mechanism of legal regulation"
In 1975 - 1990 - worked as an instructor, senior instructor, assistant professor, professor of The Theory and Law Chair of Sverdlovsk Institute of Law. He's been a laureate of the All-Union Competition of Young Scientists (1977 ã.) and of the Honorary Diploma of the USSR Academy of Sciences (1984 ã.).
In 1985 defended the thesis for a Doctor's degree under the title "Legal Facts in Soviet Law".
In 1988 received the title of professor.
Vladimir B. Isakov has published two monographies, a number of training appliances, and more than 80 articles on problems of the theory of state and law, and legal education. He is a member of authors bodies of textbooks on the theory of state and law, and principles of legislation.
In 1990 was elected a people's deputy of RSFSR, Chairman of the Republic Soviet Chamber of the Supreme Soviet of the RSFSR.
In December of 1993 he was elected into the State Duma of the first convocation, where he headed the Committee on Legislation and Court-and-law Reform. He took part in elaboration and adoption of the most important legislative statements.
In 1991-1996 along with deputy work he conducted a column "Parliamentary Diary" in the newspaper "Soviet Russia" [Sovetskaya Rossiya]. He issued more than two hundred articles, as well as three books of "Parliamentary Diary" about formation and first years of the Russian Parliament. In June 1996 he became a member of the Russian Writers Union.
Since May, 1996 to April, 2002 - Vladimir Isakov has been Chief of the Legal Department of the State Duma apparatus. He is an author and editor of the monographies "Preparation and Adoption of Laws in a Legal State" (Ì.,1998), "Legal Classifyer and Law Thesaurus in Creation of Laws and Legal Practice " (Moscow-Åkaterinburg, 1998), "A Problem of Ensuring the Citizens' Rights For Access to Legal Information " (Ì., 1999), and a number of electronic issues as well (CD-rom)
He is an Academician of Russian Academy of Natural Sciences and International Academy of Informational Processes and Technologies.
Since April, 2002 - Vladimir Isakov has been Director of the Legislation Department of the RF Commercial and Industrial Chamber.
