Was born on 13 August 1952 in Zbonshino, Poznanskoye voivodstvo (Poland). Pole.
T. Vascinsky finished eight years school, technical school (mechanical engineer of agricultural machines), technical school of agricultural mechanization.
In 1981 T. Vaschinsky graduated from the Agricultural Academy in Vrotslav (Poland), department of agriculture, engineering economy and organization of agriculture.
In 1993 he received an academic rank of Candidate of Economy, speciality of "Science of Management", Chair of Economy, Russian Academy of Management (Moscow).
In 1995 T. Vaschinsky received an academic rank of Doctor of Economy, speciality of "Science of Management", Chair of Economy and Finance, Russian Academy of State Service under RF President (Moscow).
In 1999 he was conferred with the rank of Member (Academician) of the Interregional Academy of Agricultural Management and Peasant Policy (ÌÀÀI and Ê), department of Economy (Moscow).
Since 1985 to 1990 T. Vaschinsky was working in the Committee of Voivodstvo PORP in Zelenaya Gura (Poland).
Since 1995 to 1997 - he was acting as Assistant Professor in the Institute of Belsko-Byaley (Poland), he was at the same time acting as Professor, Dean of the Management and Marketing Department, headed the Department of Organization and Management in the Baltic Higher Humanistic School. Since 1996 to 1997 - T. Vaschinsky was acting as Professor, heading the Chair of Economy and Marketing, Management Department of the Pedagogical Institute, Zelenaya Gura (Poland).
Since 1997 T. Vaschinsky has been acting as Professor of the Koshalin Polytechnic Institute, Department of Management and Marketing, heading the Chair of Economic Theory.
